The CBSA’s final decisions bring the investigations closer to a conclusion, but the CITT’s November 26 injury decision will determine whether definitive duties apply.
The Canada Border Services Agency (CBSA) has confirmed the dumping and subsidizing of certain unarmoured building cables originating in or exported from China under the Special Import Measures Act (SIMA).
The decisions follow the SIMA investigations launched in March and preliminary determinations issued on July 29, when provisional anti-dumping and countervailing duties were introduced on affected imports.
Affected goods are generally classified under tariff numbers 8544.49.00.19 and 8544.49.00.90. Certain conductors imported for further processing may also fall within the investigation’s scope.
According to the CBSA’s notice of final decisions, final dumping margins range from 25.2% for Hebei Huatong Wires and Cables Group Co., Ltd. to 90.3% for all other exporters.
The CBSA determined dumping margins of 45.3% for Tianjin Feiya Fengda Wire & Cable Technology Co., Ltd. and 55.6% for Zhejiang Cardiff Cable Co., Ltd.
The agency also confirmed subsidizing for most exporters. However, it terminated the subsidy investigation for Tianjin Feiya Fengda after determining that its subsidy amount of 0.5% was insignificant. The dumping determination still applies to that exporter.
The margins represent investigation findings, not necessarily the anti-dumping duty rates that may apply to future imports.
The CBSA’s Statement of Reasons, scheduled for publication on November 10, will offer additional details.
Provisional anti-dumping and countervailing duties introduced on July 29 continue to apply to affected unarmoured building cables from China, except for Tianjin Feiya Fengda. As of October 27, provisional countervailing duties no longer apply to that exporter’s goods.
The Canadian International Trade Tribunal (CITT) is expected to issue its injury decision by November 26, 2026.
If the CITT finds that the imports have caused injury or threaten injury to Canadian industry, definitive duties will apply to goods covered by its findings, as applicable.
