Canada Post Moves Ahead with Postal Network Modernization

Canada Post’s modernization program is progressing, with changes to delivery services, postal infrastructure, and shipping costs that could affect Canadian businesses.

Canada Post is making progress on its postal network modernization, with community mailbox conversions underway and new parcel delivery services beginning to roll out.

At its annual public meeting, ⁠[Canada Post outlined progress on its transformation program](https://www.canadapost-postescanada.ca/cpc/en/our-company/news-and-media/corporate-news/news-release/2026-10-22-canada-post-updates-canadians-on-critical-work-to-deliver-a-stronger-modern-postal-service) and reported early signs of business recovery.

Although the corporation recorded a $482 million pretax loss in the first half of 2026, parcel revenue increased 20.7% year over year in the second quarter, while operating costs declined by $119 million compared with the same period in 2025.

## **Community mailbox conversions begin as retail network review continues**

The first addresses in Sept-Îles, Quebec, and Winnipeg, Manitoba, began transitioning to community mailboxes in October.

According to ⁠[Canada Post’s earlier transformation announcement](https://blog.coleintl.com/tradenews/canada-post-reports-record-loss-of-1.57-billion-as-transformation-work-begins), nearly four million addresses are expected to undergo conversion over the coming years.

Canada Post’s postal network modernization also includes a review of its retail network, initially focusing on urban areas. The process includes community consultations and market assessments, while continuing service commitments to rural, remote, and Indigenous communities.

## **Weekend parcel delivery rollout is underway**

In September, [Canada Post confirmed plans to introduce weekend parcel delivery](https://www.canadapost-postescanada.ca/cpc/en/our-company/news-and-media/corporate-news/news-release/2026-09-28-canada-post-introduces-new-delivery-options-and-expanded-retail-services-for-canadian-consumers), beginning with Ottawa in October and Montréal and Toronto by late November. Further rollout to other major centres is expected in 2027.

Other service developments include:

- Home Pickup for approximately 8.5 million addresses, available for a flat fee of $3.50 plus tax.
- Free box-free, label-free returns at post offices for products purchased from select retailers.
- Additional parcel pickup and drop-off options through alternative retail partnerships.

## **Fuel surcharge relief remains in effect until January 2027**

From October 5, 2026, to January 3, 2027, Canada Post is offering a ⁠[15% discount on published fuel surcharges](https://www.canadapost-postescanada.ca/cpc/en/our-company/news-and-media/corporate-news/news-release/2026-10-05-canada-post-providing-temporary-fuel-surcharge-relief-for-eligible-domestic-parcels) for eligible domestic parcel services.

This three-month relief will help businesses manage shipping costs during one of the year’s busiest periods.

The discount applies only to the fuel surcharge, and a minimum [surcharge of 25% applies](https://www.canadapost-postescanada.ca/cpc/en/support/kb/company-policies/rates-taxes-surcharges/fuel-surcharges-on-mail-and-parcels.page) after the discount.
