U.S. Expands Steel and Aluminum Tariffs to 407 Additional Product Codes

The latest action broadens the scope of Section 232 tariffs, bringing hundreds of products with metal content under higher steel and aluminum duties.

The U.S. Department of Commerce, through the Bureau of Industry and Security (BIS), has expanded steel and aluminum tariffs by designating 407 additional Harmonized Tariff Schedule of the United States (HTSUS) product codes.

These products are now subject to Section 232 duties based on their metal content.

A 50% duty rate will be assessed on the value of the steel or aluminum content in the covered products for goods entered for consumption, or withdrawn from warehouse for consumption, on or after 12:01 a.m. Eastern Time (ET) on August 18, 2025.

The non-steel and non-aluminum content of the goods will remain subject to reciprocal and other applicable tariffs.

60 HTS product codes were not included at this time because they are still under ongoing investigations.

This update is scheduled to be published in a Federal Register Notice on August 19, 2025.

It follows a similar move last month, where the U.S. expanded its Section 232 tariff list to include certain home appliances containing steel parts.

These goods became subject to 50% duties as of June 23, 2025—just a week after the U.S. doubled tariffs on steel and aluminum from 25% to 50%.

Steel and aluminum products added to tariff coverage

The Notice clarifies the amendments that bring 407 additional product codes under Section 232 steel and aluminum tariffs.

Accordingly, the following changes will apply to goods entered for consumption, or withdrawn from warehouse for consumption, on or after 12:01 a.m. EDT, August 18, 2025:

  • Note 16(m): Subchapter III of chapter 99 is amended to insert the following HTSUS codes into the list of covered items (in numerical order):
    • 7216.91.0010
    • 7302.90.9000
    • 7307.19.30
    • 7307.19.90

  • Notes 16(n) and 16(u): Revised to extend coverage to all imported derivative iron or steel products classified under specified HTSUS provisions, including products admitted into a U.S. foreign trade zone under privileged foreign status before August 18, 2025, unless the product was processed abroad from steel melted and poured in the U.S.

  • Note 16(t): Revised to insert the following into the list of HTSUS provisions (in numerical order):
    • 7216.91.0010
    • 7302.90.9000
    • 7307.19.30
    • 7307.19.90 
  • Notes 19 (j) and 19(r): Revised to insert the following into the list of HTSUS provisions (in numerical order):
    • 7612.10.0000
    • 7612.90.5000
    • 7613.00.0000
    • 7614.10.10

  • Notes 19(k) and 19(s): Revised to insert 118 codes into the list of HTSUS provisions.

All the updated HTSUS codes are listed in Annex I of the Notice.

Corrections to the tariff schedule

In addition to the expanded coverage of steel and aluminum tariffs, the Notice introduces several technical corrections to the tariff schedule, outlined in Annex II. These are: 

Effective August 18, 2025

  • U.S. Note 2, subdivision (v)(vi): Amended to specify that the additional duties under heading 9903.81.88 apply only to the non-steel content of derivative iron or steel products.

  • Subdivision (v)(vii): Text replaced to clarify that the additional duties under headings 9903.01.25, 9903.01.35, 9903.01.39, 9903.01.63, and 9903.02.01–9903.02.71 do not apply to the steel content of derivative iron or steel products under 9903.81.89–9903.81.93, but do apply to the non-steel content.

  • Subdivision (v)(viii): Amended to state that the additional duties under heading 9903.85.02 apply only to the non-aluminum content of derivative aluminum products.

  • Subdivision (v)(ix): Text replaced to clarify that the additional duties under headings 9903.01.25, 9903.01.35, 9903.01.39, 9903.01.63, and 9903.02.01–9903.02.71 do not apply to the aluminum content of derivative aluminum products under 9903.85.04, 9903.85.07, 9903.85.08, and 9903.85.09, but do apply to the non-aluminum content.

  • U.S. Note 16, subdivisions (b)(ii) and (j)(ii): Corrected by replacing 7302.90.00 with 7302.90. 

Effective July 1, 2025

  • U.S. Note 19, subdivisions (k) and (s): Amended by deleting 9401.99.9081 and inserting 9401.99.9030; 9401.99.9070.

Next steps for U.S. importers
