U.S. Announces New Preliminary Tariffs on Canadian Fresh Mushrooms

Canadian fresh mushrooms imported into the U.S. are now subject to preliminary countervailing duty rates that range from 1.62% to 4.97%.

The U.S. Department of Commerce has announced preliminary countervailing duty rates on imports of fresh mushrooms from Canada.

The preliminary decision, announced on May 13, 2026, applies as part of an ongoing countervailing duty investigation.

Countervailing duties (CVD) are trade remedy duties used when a government determines that imported goods benefit from unfair subsidies and that those imports are causing, or threatening to cause, injury to a domestic industry.

In parallel, Commerce is also conducting an antidumping duty (AD) investigation of fresh mushrooms from Canada.

U.S. mushroom producers filed petitions alleging that Canadian fresh mushrooms benefit from unfair government subsidies (the basis for the CVD investigation) and are sold in the U.S. at less than fair value (the basis for the AD investigation).

The U.S. International Trade Commission (ITC) previously determined there was a reasonable indication that a U.S. industry was materially injured by these imports, allowing the investigations to continue.

According to U.S. import data cited by Commerce, the value of Canadian fresh mushroom imports into the U.S. reached approximately USD $349.8 million in 2024.

What goods are covered?

The investigation covers fresh mushrooms of the genus Agaricus from Canada, identified under the Harmonized Tariff Schedule of the United States (HTSUS) 0709.51.0100.

What happens next?

For the antidumping duty investigation of fresh mushrooms from Canada, the preliminary determination has been postponed and is currently due no later than July 13, 2026.

Commerce has aligned the final determination in the countervailing duty investigation with the final determination in the antidumping investigation. The final determination is currently scheduled for announcement on September 29, 2026, unless postponed.

The ITC is also continuing its injury investigation. If Commerce and the ITC both make final affirmative determinations, Commerce could issue formal antidumping and/or countervailing duty orders covering fresh mushrooms from Canada.
