CBSA has announced an AMPS grace period for certain contraventions related to electronic data transmission through affected systems during the current processing delays.
Last updated: May 5, 2026
The Canada Border Services Agency (CBSA), through the Border Commercial Consultative Committees (BCCC) Secretariat, has advised stakeholders of a grace period related to Administrative Monetary Penalties connected to current commercial message processing delays.
The delays follow a system update on April 19, 2026, which affected several systems required for the mandatory exchange of commercial information. As a result, carriers, freight forwarders, warehouse operators, brokers, and importers may have experienced challenges in meeting certain CBSA reporting requirements.
CBSA has implemented a grace period, effective April 19, 2026 and until further notice, for certain penalties related to electronic data transmission through the affected systems.
Clients are still required to report to CBSA and are encouraged to submit electronic reports as soon as possible to support the release of goods.
If you believe you received a penalty in error during this period, CBSA advises contacting the issuing office listed on the Notice of Penalty Assessment within 30 days.
If more than 30 days have passed, clients may still submit an appeal through CBSA’s Recourse process. Learn more about CBSA’s Recourse review process here.
