Canada Launches Safeguard Inquiry on Certain Vegetable Imports

This is a safeguard inquiry, not a dumping or subsidy case. If the Tribunal makes an affirmative determination, it will recommend the most appropriate remedy for up to three years.

Canada’s safeguard inquiry into certain vegetable imports is moving ahead, with the Canadian International Trade Tribunal (CITT) issuing a [revised notice of commencement](https://decisions.citt-tcce.gc.ca/citt-tcce/rs/en/item/18673/index.do) in the case.

The inquiry will determine whether certain vegetable goods are being imported into Canada in such increased quantities and under such conditions as to be a principal cause of serious injury, or threat of serious injury, to domestic producers of like or directly competitive goods

## **What goods are covered**

The inquiry covers a range of frozen and canned vegetable goods imported into Canada. The subject goods include:

- Corn
- Peas
- Green beans
- Wax beans
- Mixes of peas and carrots
- Mixed vegetables
- White, black, red, or pinto beans
- Chickpeas

The inquiry covers these goods regardless of packaging format, preparation method, freezing method, container type, cut, seasoning, or whether the vegetables are organic or conventional.

The scope does not cover all vegetable imports. Key exclusions are:

- Fresh vegetables
- Dried vegetables
- Certain ready-to-eat meals or entrées where vegetables are not the primary component
- Vegetable goods substantially altered into purées, powders, juices, spreads, dips, or pastes

## **What happens next**

A public hearing is scheduled for June 15, 2026, and the Tribunal must report to the Minister of Finance by September 9, 2026.

The government has directed the Tribunal to consider the injury caused by the subject vegetable imports to domestic producers, as well as the effect of any remedy on [consumer affordability and food security](https://www.canada.ca/en/department-finance/news/2026/03/minister-of-finance-requests-safeguard-inquiry-into-imports-of-canned-and-frozen-vegetables-prioritizes-request-for-inquiry-on-wood-products.html).

If the Tribunal makes an affirmative determination, it will recommend the most appropriate remedy for a period of up to three years.
