Canada Removes U.S. Fish and Seafood from September 8 Counter-Tariffs

Removing fish and seafood does not change the planned value or timing of the broader counter-tariff measures. Tariffs covering $27.6 billion in U.S. imports remain scheduled to take effect on September 8.

Canada has removed U.S. fish and seafood products from the counter-tariffs scheduled to take effect on September 8, following feedback from Canadian industries.

The Department of Finance said the adjustment was made to ⁠[protect against economic harms](https://www.reuters.com/business/canada-excludes-us-seafood-retaliatory-tariffs-2026-08-27/).

Fish and seafood were included when Canada ⁠[initially announced counter-tariffs](https://blog.coleintl.com/tradenews/canada-announces-counter-tariffs-on-27.6-billion-in-us-imports-effective-september-8) on hundreds of U.S. products.

## **What has changed?**

The government’s [⁠updated list of products subject to the new counter-tariffs](https://www.canada.ca/en/department-finance/news/2026/08/list-of-products-from-the-united-states-subject-to-counter-tariffs-effective-september-8-2026.html) no longer includes fish and seafood products originating in the U.S.

Finance Canada has not provided details about the individual products removed or the value of the affected imports. It said further adjustments would be made to ensure Canada’s measures continue to match the U.S. tariffs dollar for dollar and rate for rate.

The government continues to describe the broader counter-tariff package as covering $27.6 billion in U.S. imports. It includes tariffs of 15%, 25%, and 50% on products such as steel and aluminum, dairy products, appliances, agricultural equipment, pulp and paper, and electronics.

## **What does the change mean for importers?**

U.S. fish and seafood removed from the list will not be subject to the new counter-tariffs when the measures take effect at **12:01 a.m. on September 8**.

The remaining counter-tariffs will apply only to goods ⁠[originating in the United States](https://laws-lois.justice.gc.ca/eng/regulations/SOR-94-23/). The measures will not apply to U.S. goods that are in transit to Canada when they take effect.

Importers should review the revised tariff-item list and confirm the [tariff classification](https://blog.coleintl.com/import-foundations/how-tariff-classification-works-in-canada) and [country of origin](https://blog.coleintl.com/import-foundations/what-country-of-origin-means-and-how-its-determined) of their goods before importation.
